Handicap International has been helping disabilities stakeholders to work for change in the Russian Federation since 2000.

Today, Handicap International backs social and professional support structures for people with disabilities and facilitates the exchange of information between Russian and European stakeholders.

Ten years conflict in Chechnya has had disastrous consequences. Violence is an everyday occurence and the basic needs of the population are not being met.

Handicap International provides direct aid for people with disabilities in Chechnya through an equipment and orthopaedic fitting distribution programme for amputees, and individual monitoring of highly vulnerable families. Handicap International also supports the medical, paramedical and associative structures in Chechnya which provide services for people with disabilities.

Since June 2009, Handicap International has re-oriented it's services in Chechnya towards support for civil society, in particular for associations of parents of children with disabilities.

Our activities in the Russian Federation are one of the parts of the Commonwealth of Independant States (CES), and the programme office has recently moved from Moscow to Bishkek, Kyrgystan.

Social support structures in Russia
Assisting families with children with disabilities
Present in Russia since 2000, Handicap International launched a new project in 2008 targeted at families with disabled children. The project is designed to help families identify disabilities and to support the development of children with disabilities in a country where they are generally treated with little respect.

Creating social support structures
• Continuing to set up training workshops for adolescents with learning disabilities, with three partner organisations.
• Reinforcing the skills of the professionals who run these workshops and by creating specialised refresher courses
• Raising awareness amongst the general public, authorities and business about access to education and the social and professional inclusion of people with disabilities
• Supporting the initiatives of organisations that work in the fields of education and social and professional inclusion.

Direct aid for people with disabilities
Providing direct aid for Chechen people with disabilities through the distribution of mobility equipment, paramedical and essential items, and orthopaedic materials, for amputees, direct and indirect victims of the conflict. Our support complements or supplements aid provided by other organisations and does not include food or direct medical aid.

Support for medical and paramedical structures
Handicap International provides support for the medical, paramedical and associative structures in Chechnya, which provide services for people with disabilities. The organisation opens and supports physical rehabilitation centres in hospitals and specialised structures, as well as working with existing centres.

Support for professional training
We support two types of training for medical and paramedical personnel in Chechnya:
• Training organised and/or provided by Handicap International.
• University or specialised training within colleges in the Russian Federation.

Facilitating the exchange of information between stakeholders
A project to improve the exchange of information between disabilities stakeholders in the Russian Federation and with Europe.
• Creating a website on professional inclusion issues.
• Providing technical support and facilitating discussion on disability-related issues.
• Continuing to network Russian disabled people's organisations.
• Organising regional discussions and joint initiatives between our teams and partners in the CIS through the Disability Information Resources and Employment Network in Russia.
