Country context: After two decades of fighting, both Sri Lankan government and Liberation Tigers of Tamil Eelam (LTTE) signed and began a ceasefire in February 2002 with Norway brokering peace negotiations. There was an upsurge in violence at the end of 2005 and early 2006. The situation has changed drastically since the initial emergency phase after the tsunami. During 2006 the majority of the people receiving direct services from Handicap International are direct or indirect victims of the escalating conflict in Sri Lanka, which has intensified since April 2006. However, our four districts of operation are among the areas most affected by tsunami, and some beneficiaries have been affected by both tsunami and conflict. Handicap International projects are deployed in Hambantota, Batticaloa, Ampara, and Trincomalee, as well as at national level in Colombo. Due to the conflict 70 to 80 000 IDP escaped fighting, HI give direct support to those people. Job context: Two years on from the Tsunami, Handicap International has established itself in Sri Lanka as one of the key organisations in disability. Through a physical rehabilitation centre in Batticaloa, satellite centres and community based training of CBO volunteers in Trincomalee, Ampara and Batticaloa, our services have enabled adults and children with disabilities in rural areas to access appropriate rehabilitation services. A social inclusion programme through the development of four CAMID’s (Centres for Accessibility, Monitoring and Information on Disability), has enabled local organisations and People with Disabilities to receive advice and assistance on many issues including accessibility, inclusion in education, vocational training, livelihood development and accessing appropriate rehabilitation services where needed. Organisations are helped to bring disability into their activities by training and technical support. Handicap International in Sri Lanka 2007 maintains a quality focused programme, forming partnerships at all levels from field to national level and adopting a duel approach of physical rehabilitation and social inclusion in line with the national disability policy of Sri Lanka. Job description: Main objective: To define and bring up-to-date logistic organization, procedures and tools in order to ensure the good quality of the logistic activity; to control their effective use; to collect and analyse all logistic information from the field and capitalize with all appropriate actors in the field and headquarters; to ensure national and international staff trainings; to ensure security at national level. Specific objectives: 1. Logistic Organization : Define logistic structure and fit it to programme evolutions ; Use general HI logistic procedures and tools and adapt them when necessary ; Ensure that logistic needs are covered to support efficiently the programmes ; Define performance indicators to be followed .. 2. Coordination, control and report : Ensure that all logistic procedures are respected and efficient ; Ensure that the use of logistic tools and materials are appropriate and efficient ; Compile all information and data from the local bases and regional base ; Write regular reports about logistic activities ; Work to improve co-ordination between national ; Co-ordinate with headquarters Logistics Department .. 3. National support staff : Make sure the national logistician can become logistics coordinator in one year time ; Make sure all logistics departments on the programme are empowered and autonomous, running with national staff ; Implement national and international staffs trainings .. 4. Security : National Security Officer; Follow-up national security and geopolitical situation (carry out an analysis of the security context and conditions); Ensure staff, premises and stocks security at Capitale level ; Coordinate with regional Logisticians, NGO’s, authorities to ensure accurate information at all levels ; Make regular security briefing to the Programme Director .. 5. Team Management : In charge of direct management of Colombo logistics teams ; In charge of technical management on the logistics teams in the field offices ; Ensure HR rules are properly implemented for logistics staff on the programme .. Post constraints: Volatile context, regular travel to each base. Person specifications: - Ability to cope with stress due to security management of a conflict zone

- Logistic issues specific to the humanitarian context and developing countries, at least 2 to 3 year experience in the field of humanitarian logistic
- Languages: English mandatory, French an advantage
Terms and conditions: - Remuneration : Volunteer or salaried status based on experience
- Volunteer : 750 or 850€ + allowance, accommodation, medical coverage and insurance
- Salaried : 2 000 to 2 250€ monthly gross salary + benefits
