Handicap International’s actions specifically target:
- Vulnerable populations and in particular people with disabilities and people living with chronic disabling diseases
- Populations at risk of diseases, violence or accidents liable to cause disability
- Refugees, populations living in disaster areas or displaced by crisis, conflicts and catastrophes, especially targeting people who are vulnerable, disabled or injured
- Populations threatened by weapons, such as landmines and cluster munitions, during or in the aftermath of a conflict
Human rights apply to everybody, without distinction, whatever their ability.
The inherent dignity and worth of all human beings is equal and must be respected. Each time a person's dignity is not respected, whenever someone is the victim of discrimination or is not treated fairly and equally or considered as a person in their own right, this is a violation of their fundamental human rights. All too often it is people with disabilities who are discriminated against or marginalised, and deprived of the opportunities that others enjoy.
Entrenched negative attitudes, discrimination and social exclusion lead to people with disabilities being the poorest of the poor in society, denied their fundamental human rights.
